Tax Refund Anticipation Loan Facilitators

Washington businesses that offer tax refund anticipation loans (RALs) must register with the Department of Financial Institutions (DFI).

How do I register with DFI?

  1. Complete the tax refund anticipation loan facilitators registration form.

  2. Write a check payable to the "Washington State Treasurer" for $35.00 per EFIN. (For example, your main office has one EFIN. Three of your branch offices each have an EFIN. You have a total of four EFINs. Your registration fee is $35.00 x 4 = $140.00. Please include the EFIN numbers on your check.)

  3. Mail the completed form, a copy of the IRS letter issuing the EFIN, and your registration fee of 35.00 per EFIN to:
